Provide per-user and per-group cost reporting for hubs on GCP

Participate in the issue: github.com/2i2c-org/infrastructure/issues/6322

Extend per-user and per-group cost monitoring to GCP hubs so that administrators have cloud-agnostic cost transparency. This builds on #6315, #6321, and #6320.

Once 2i2c-org/infrastructure#6315 and 2i2c-org/infrastructure#6321 are done, we will have the algorithms in place for reading usage data from prometheus and co-relating it with cost data from AWS to provide per-user and per-group metrics. Once 2i2c-org/infrastructure#6320 is done, we will have ability to read cost data from GCP too.

That all lays the ground work for making sure we can do per-user and per-group cost reporting on GCP as well. #6315 and #6321 should be done in clouud agnostic ways (since they rely on prometheus). This initiative is to do all the bits required to make sure that functionality works fine once we add GCP as another cost source (in 2i2c-org/infrastructure#6320)

This card will be easier to refine and have a clearer definition of done once #6315, #6321 and #6320 are completed
